What Is Urban Regeneration?

Urban regeneration is the process of transforming earthquake-unsafe or economically obsolete building stock into safe, modern living spaces through assessment, demolition and reconstruction under Law No. 6306 on the Transformation of Areas Under Disaster Risk. It is a long, multi-stakeholder process that runs from risky-building assessment through agreement with rights holders, permitting, and turnkey delivery.

We work with our own engineers and site teams at every stage, from soil surveys and structural design to shell construction and turnkey finishing — increasing both quality and our control over the process.

We manage our urban regeneration sites through our own in-house tracking application rather than on paper. Every work item — from demolition to earthworks, from formwork to reinforced concrete — is logged into the system in real time, so instead of guessing what stage a project is at, we can see it live. Our goal is simple: keep every detail under instant control and finish every job exactly on time.

Large-Scale Regeneration in İzmir and Adana

We are currently carrying out large-scale urban regeneration projects on site in İzmir and Adana aimed at renewing at-risk building stock. We work to the same principles on these projects: transparent communication with rights holders, fast demolition and earthworks with our own equipment, and reconstruction in full compliance with earthquake regulations.

Legal Process

Urban Regeneration Implementation Guide

Law No. 6306 on the Transformation of Areas Under Disaster Risk sets out specific legal steps from the assessment of at-risk buildings through to their reconstruction. On every project, we carry out these steps together with our rights holders, transparently.

Risky Building Assessment

An application is made to a ministry-licensed institution to carry out concrete core sampling, rebar analysis and soil surveys on the building. The report is submitted for approval to the Provincial Directorate of Environment, Urbanisation and Climate Change; once approved, an annotation stating "risky building under Law No. 6306" is entered in the title deed registry.

Notification and Objection Process

The assessment decision is notified to all rights holders. If it is believed the building is not risky or the report was drawn up improperly, an objection can be filed within 15 days of notification; objections are reviewed by an independent technical committee made up of university faculty members. This deadline is final, and missing it can result in loss of rights.

Decision-Making and Agreement

The decision to demolish and rebuild is taken based on a majority of at least 2/3 of the land share — not the number of unit owners. Rights holders who do not agree to the decision are given a further 15 days; if they still do not join within that period, their shares are sold to the other stakeholders by auction.

Construction Contract

The process is secured with a "Construction Agreement in Return for Land Share" executed before a notary. We clearly define material standards, the delivery date, the rent compensation applicable in case of delay, and the building-completion guarantee within the contract.

Evacuation, Demolition and Reconstruction

After the agreement, the building is evacuated and the demolition and reconstruction process begins. Our rights holders can follow every stage of the process in real time through the tracking app mentioned above.

Urban Regeneration Rent Assistance

Homeowners may receive non-repayable rent assistance for up to 18 months, typically, from the date of evacuation, varying by province; tenants may receive a one-off relocation payment. The application must be made within 1 year of the evacuation date.

Interest-Subsidised Loan

A reconstruction loan with state interest support can be used through banks under protocol with the Ministry. This loan cannot be used at the same time as rent assistance.

Tax and Fee Exemptions

Throughout the process, exemptions granted by law can be used for title deed fees, notary fees, stamp duty and municipal fees.
